Timothy P. Blanchard practiced for 20 years with the top-ranked health care practice of a leading international law firm before beginning his own firm in 2009. His practice comprises health care regulatory issues, including Medicare and Medicaid coverage, billing and payment; fraud and abuse audits and investigations, and health care compliance programs; clinical trials billing and compliance; electronic health records and HIPAA privacy; certification, licensing, and enrollment; and medical necessity and utilization review.

Margaret M. Manning

Peg began her career in the Office of the General Counsel of the U.S. Department of Health and Human Services, Health Care Financing Division, where she provided program advice, reviewed and revised proposed regulations, and represented the Medicare and Medicaid programs in litigation in Federal court. Thereafter, she practiced for more than 15 years with national health care firms in Baltimore and Los Angeles, before joining Blanchard Manning LLP in 2009.
